Connaughton, Kaine in the RTD

THE RTD had this Gov. Timothy M. Kaine wants to clarify existing law "so that localities are able to reject rezonings if a proposed development would overwhelm the transportation network." "It's refreshing to have someone in authority in Richmond talking about this issue. It's not the panacea that some people will want it to be. We must get better at linking land use and transportation." Sean T. Connaughton chairman, Prince William Board of County Supervisors Localities "have 100 percent control over zoning based on traffic, health, safety and welfare. To implement a statewide mandate on traffic is ineffective."
