Message from Mark Tate -- Potts isn't in the clear yet....

URGENT ALERT! URGENT ALERT! URGENT ALERT! URGENT ALERT! Still a Chance to Strip Russ Potts of His Chairmanship! Two Key GOP Leaders Need to Hear From You IMMEDIATELY CONTACT: SEN. GOV.-ELECT BILL BOLLING bbolling@billbolling.com (or contactus@lgelect.virginia.gov) (804) 692-0007 HERE IS WHAT HAS HAPPENED IN THE LAST 24 HOURS: By now you probably know about the disappointing vote in the Virginia State Senate Wednesday. By a razor-thin margin, Russ Potts was allowed to keep his leadership position as chairman of the Education Committee. The vote was 19-20 against removing him from that position - an action which was taken in response to his outrageous betrayal of the Republican Party last year when he ran for governor as an independent. That is almost as close as my 50.5% to 49.5% loss to Russ Potts in the 2003 GOP primary! 19 of the 24 Republican senators voted to remove Potts. Disappointingly, 4 Republican senators voted to let him keep his chairmanship (with Potts "courageously" voting for himself). One Republican Senator was absent from the vote due to a family illness: Sen.Frank Ruff. The reason we need you to take quick action is because it is highly likely that another effort and another vote to remove Potts will occur within the next few days. We do not know when this attempt will occur, but it is likely to come with little notice, leaving us no time to contact two key leaders in this effort: our Lt. Gov.-Elect Bill Bolling and Senator Frank Ruff. CONTACT : SEN. FRANK RUFF CONTACT : LT. GOV-ELECT BILL BOLLING SEN. RUFF COULD BE THE KEY VOTE: Sen. Ruff is expected to return to the Senate shortly. If he had been able to vote yesterday, the result would likely have been 20-20, which would have increased the leverage for those GOP senators who are trying to remove Potts, while also greatly increasing the pressure on Potts and the three GOP senators who voted for him. Those who know Sen. Ruff best know that he is a man of integrity and doesn't much care for those who lack character and conviction -- like Russ Potts. LT. GOV.-ELECT BILL BOLLING CAN BE KEY TO FINALLY GETTING RID OF RUSS POTTS: At 12:00 noon this Saturday, Bill Bolling will become the highest-ranking Republican in state government and the titular head of the Republican Party. Just as important, in case of a tie on the Senate floor and depending on the motion, it will fall to our new Lt. Governor to break the tie and kick Potts out of the leadership. BILL NEEDS TO HEAR FROM ALL LOYAL REPUBLICANS. I'm not sure what Mr. Tate thinks is about to happen. I would think his best course is to challenge Mr. Potts in the district (I assume they are still co-habiting out there).

We all have our beefs about Mr. Potts, but it's extraordinarily ill-advised to keep flogging this. After the vote earlier this week, deal with it at the polls, not on the Senate floor.

re previous comment, why would not Senator Warner be "titular head" (if there is such a thing), rather than Senator Allen?

BTW, I think Delegate Marshall plans to introduce a bill banning the use of the word "titular" in public spaces, including the Virginia Blogosphere.

To Mr. Tate - you should challenge Sen. Potts again. Not sure you'll get anywhere with your email. And I agree with NOVA Scout - Sen. Warner is the titular head of the Va. GOP.

Having lost a vote on the matter, parliamentarily speaking how does it come back up in the legislature?

I ask as typically once a matter is voted on and it fails, it can only be brought back for reconsideration if someone on the winning side moves the same...and I cannot imagine any of the Apostate Four or democrats moving reconsideration of this item.

Regarding titular head of the party, I suggest it would actually be one of the Senators...however, none of them can cast a tie breaking vote in the Senate-so you have to get Bolling into the mix.
